Goal and scope

Implement multi-protocol API (FastAPI REST and Model Context Protocol MCP) conforming to wellmanifest/nl-api-llm and wellmanifest/skills, together with extended diagnostics, application matrix, local backends, and noVNC integration test suites.

Acceptance criteria

• AC-01: Multi-protocol API exposes REST and MCP operations for application management, inventory, and JetBrains state inspection.
• AC-02: Comprehensive test suites for API, diagnostics, local backends, application matrix, and noVNC sandbox integration are integrated.
• AC-03: Governance checks pass with 0 errors and test suites pass cleanly.

This directory contains the minimal reviewed intent. Optional participant prose and raw command logs are not required delivery output.
