1. Addressed PLF-009: Decoupled copy noVNC URL from inline onclick handler in renderWorkspacePreview (src/uncrash/web_ui.py) using addEventListener and safe data binding.
2. Addressed PLF-010: Tracked visible/filtered workspaces and bound digit keydown shortcuts (1-9) to the visible filtered list rather than the unfiltered array.
3. Added regression tests in tests/test_web_ui.py for exact URL copy and filtered digit shortcut navigation.
4. Verified tests and executed ./project/governance-check.sh.
